Module 1 – The State of Play

The report from this module, published in May 2000, describes the scene at the end of the 20th century. It sets the baseline for developing urban transport for the 21st century. In this module the following strategic priorities were identified:

  1. Institutional barriers including regulations
  2. Education and communication with the community
  3. Land use / transport interaction - policy, density and public transport corridors
  4. Pricing and equity
  5. The role of technology including ITS and alternatives to transport
  6. Performance indicators and tartets
  7. The above are the basis for establishing the subsequent module
